Ministers can have both positive and negative effects on the country. Some ministers may be hard, or impossible to get rid of, some may cost an upkeep of political points every week to work for you, and some may even help your political power grow faster. Your government is filled by you by spending political power. Well at least short term, and this let him dictate policy without being questioned. I have a feeling there was a generous serving of good luck there, but nevertheless the effect was that his political power grew - he had been right when everyone else argued caution.
